Previously, foreigners were required to request the registration of a change of address on the vehicle registry at
the city, county or gu transportation administration section or Vehicle Registry, in addition to declaring their
local address, in order to have their car ownership title registered. However, the car registration procedure
has been greatly simplified. As with Korean nationals, the car registry address is automatically
changed when a new address is declared.
Registration of New Vehicles
Foreigners (holding citizenship of a foreign country)
The documents listed below are required to register a car produced locally
or overseas and purchased from the manufacturer or distributor :
- Liability insurance certificate (purchased in advance)
- Car manufacture certificate
- Tax bill receipt
- Temporary operation permit (when applicable)
- Temporary license plate (when applicable)
- Foreigner registration card or abode certificate + passport
- ID card
Various taxes should be paid
Registration tax (5% of the acquisition price - sub-compact cars exempted),
acquisition tax (2% of the acquisition price, payable within 30 days of acquisition -
sub-compact cars exempted), and government bonds should be purchased (4 to 20% of the
acquisition price depending on piston displacement - depending on passenger or cargo
load capacity in the case of buses or cargo trucks).
Overseas Korean nationals holding a permanent residence permit in a foreign country
The following are the documents required to reinstate a car registration which was previously deleted :
- Liability insurance certificate (purchased in advance)
- Car manufacture certificate
- Tax bill receip
- Temporary operation permit (when applicable)
- Temporary license plate (when applicable)
- Certificate of domestic abode registration by overseas Korean nationals
(abode certificate + passport when lost) or entry certificate + notarized
statement evidencing local abode (affidavit signed by two resident Koreans)

The following documents are required to transfer (or assign) ownership of a registered vehicle Foreigners (holding citizenship of a foreign country)
Seller or transferor
- Transfer certificate (issued by the Dong office or Transportation Administration Section of the gu office)
- Car related tax payment certificate (issued by the Dong office) or latest receipt for car taxes
- Seal impression certificate (issued by latest Dong office) but not required when the transferor visits the Vehicle Registry
- Certificate of domestic abode registration by overseas Korean nationals (abode certificate + passport when lost)
or entry certificate + notarized statement evidencing local abode (affidavit by two resident Koreans)
- Car registration certificate

- Certificate of domestic abode declaration by foreigners (abode certificate + passport when lost)
